The new testing procedures for learner riders could help reduce the number of motorcycle insurance claims in the UK, it has been suggested.
According to the Driving Standards Agency (DSA), splitting the exam into two separate sections could equip bikers with the skills they need to stay safe.
The proposals have been published this week and the DSA is asking for feedback from motorcyclists.
If the plans were to be adopted, module one would consist of specified manoeuvres, including tests to assess the rider's ability to control a bike safely.
The second module would then focus on riding in traffic and would also include an eyesight test.
DSA's chief executive Rosemary Thew commented: "A two-part modular test would introduce a step-by-step considered approach to riding a motorcycle and offer the candidate time to absorb each separate important stage to learning."
Meanwhile, the organisation recently recruited TV presenter Louise Brady and former Superbike champion Steve Parish to help them promote a scheme aimed at improving motorcycling safety.
