It is not surprising that high numbers of motorists, including those that require modified car insurance, continue to drive without cover especially in inner city areas, the Motor Insurers' Bureau (MIB) has said.

This comes after research by the group found the problem of uninsured road users was more widespread in densely populated areas.

Lorraine Preston, communications assistant with the MIB, stated there were a variety of reasons why people risk getting behind the wheel without the necessary cover.

However, she added there is no excuse for breaking the law.

"It is not only a crime to do so, but one that carries with it major unacceptable costs – both human and financial," she concluded.

The MIB's database contains details of over 35 million insured vehicles in the UK.

Figures from the group have revealed an uninsured motor is seized every three minutes.

Meanwhile, in 2007 the number of vehicles without cover taken by the police hit 150,000.
